Introduction

The project report suggests installing traffic signals and other advanced warning gadgets on a conventional highway at the intersection of Ruffner St and Balboa Avenue in San Diego, CA. The map of 2155 Ruffner St and Balboa Ave is shown above. The San Diego Association of Governments (SANDAG) is mandated to design the traffic signals to the south of Balboa Avenue along Ruffner St. The access point is offered off ARCO through the signalized driveway present intersection. The designation involves setting lights and structures that facilitate motorists, cyclists, and pedestrians’ safe guidance. Designing a pedestrian path that walks alongside the Balboa Avenue enables Ruffner St. The City of San Diego would obtain approximately $800 million from Caltrans to develop the Balboa Avenue Area Specific Plan. The received funding is intended to encourage land uses and multimodal mobility connections that enhance the safe accessibility of the 2155 Ruffner St intersection from Balboa Avenue.

The initiation of the project results from the SANDAG, which seeks to address the safety concerns of the road users at the intersection. The estimated costs of the project is a grant of $800 million from San Diego County Kitty under the approval of the quality check control (fig.1)

Recommended/Proposal

The study report aims to guide mobility decisions that encompass Ruffner St and Balboa Avenue’s designation at the specified plan. Also, there is a recommendation to offer technical and evaluation documentation concerning the attached environmental impact assessment. The assessment varies from walk-shed coverage to qualitative evaluation for the pedestrians. Therefore, the study report proposes estimating the quantitative level of stress coupled with the qualitative assessment for bicycle facilities. Besides, it seeks to define the travel time calculations for autos while on-transit.
