The format is 12 point, double spaced responses to the following questions , each response must be 3-5 pages long and include internal citations a reference list.
the question is :

Q1. Identify a positive and negative externality and solutions for those externalities. Would opposition prevent these solutions because of group behavior as observed by Olson(1971) or would the solution become law? Explain?

Q2. What situation can be explained using the prisoner’s dilemma other than separate interrogations? How can cooperation be facilitated in this specific situation? How does the explanation relate to our readings?

3- Do you agree with Lupia and Sin’s (2003) critique of Olson (1971) ? If not, explain your reasoning. If so, answer the following questions. What is a latent group who can organize more easily because of technology in accordance with Lupia and Sin (2003)? What is a group for whom this is not true? Explain both of your choices.
